Palmerston is pleased to announce the signing of a strategic merger agreement with Sussex Street Community Law Service, marking a significant step forward in delivering truly integrated, person-centred care to individuals experiencing complex social and health challenges.
This merger brings together two well-established and trusted organisations, each with deep expertise in their respective fields. By aligning alcohol and other drug (AOD) treatment services with legal assistance, financial counselling, housing support, and disability advocacy, the partnership will provide more streamlined access to essential services under one unified model.
The initiative responds directly to the growing evidence that many individuals accessing AOD support also face intersecting issues, including legal challenges, housing instability, financial stress, and unmet mental health needs.
“Substance use is rarely a standalone issue,” said Emma Jarvis, CEO of Palmerston. “Our clients often present with multiple, interrelated concerns that require coordinated support. This merger is a natural evolution of our long-standing commitment to holistic care and ensures our services are as effective as they are compassionate.”
The new model is designed to reduce the fragmentation that clients often experience when navigating disconnected systems. Instead of retelling their story multiple times across different agencies, individuals will have access to integrated, wraparound support from a multidisciplinary team.
“This partnership allows Sussex Street to extend its reach, particularly to clients who might not otherwise engage with traditional legal pathways,” said Conrad Liveris, Chair of Sussex Street Community Law Service. “It also demonstrates innovation in how legal and health services can collaborate to deliver improved outcomes and long-term impact.”
While operating under the Palmerston umbrella, Sussex Street will continue to function as a separate and independent legal entity, ensuring compliance with legal practice standards and maintaining client confidentiality and legal privilege.
The merger agreement was signed in June 2025, with full implementation expected by the end of the year. In a further demonstration of strong governance and leadership, both organisations are proud to announce the appointment of Shayla Strapps as the inaugural Independent Chair of the new legal services entity. A two-time award-winning lawyer and experienced Non-Executive Director, Ms Strapps also led WA’s first successful merger of this kind.
